The solution to the problem was to "/var/yp/make services" then stop and
re-start inetd.

I was doing a "/var/yp/make", but that did not seem to add pop3 to the yp
services file. The system I was trying to install popmail is the YP master.

I received over 20 responses to my question - too many to list. Thanks
to ALL of you.
