Summary:-

1) Don't install the 2.0 SPC software on Solaris 2.3, a later
   revision is bundled. Installing 101398-05 gets you out
   of this problem.
2) /kernel/drv/stc.conf is not the file to set any options
   in, use /kernel/drv/options.conf
3) The 'display' command is broken, so don't expect any
   confirmation.

The final catch is that there should be a single trailing ';'
in options.conf. An example:-
