First, RTFM. (sorry ! I forgot). There is an option in dtscreen that governs
the update intervals. Copy /usr/dt/app-defaults/C/Dtscreen to
/etc/dt/app-defaults/C/Dtscreen and add a few 0's to all the *.delay fields.

An extension to the above is to set Dtscreen.mode to blank in Dtscreen and
remove the Screen in Dtstyle*componentList in Dtstyle (copy Dtstyle from
/usr/dt/app-defaults/C to /etc/dt/app-defaults/C first) This will give no
choice at all except blanking. Also, remember to edit out the
dtsession*saverList line in all the users' $HOME/.dt/sessions/{home|current}/
dt.resources to force the system defaults to be used.
