Summary : Problem with ftp under Solaris 2.5

I got so many answers (list as following), and my problem is tsch is not in
/etc/shells.
Summmary follows, and so does my appreciation.

 1. Make sure that user xxx is *not* in /etc/ftpusers
 2. Make sure that full pathname of the user xxx's shell is *in* /etc/shells
 3. user password can't be blank (null).
 4. also check the entry for ftp in /etc/services, make sure they are intact, if
    not then correct them and stop and restart the rpc services.
 5. also see the man page of ftpd.

when I try to ftp between two Sparc 10 system ( OS: Solaris 2.5),
I always get the error message:
 530 User xxx access denied.
 Login failed
can you throw some lights on this issue?
 BTW, I can telnet/rsh between these two systems.
