Here is what I was looking for: /etc/inetd.conf
Uncommenting the line containing in.fingerd in /etc/inetd.conf would
enable finger. Should look like this :
finger stream tcp nowait nobody /usr/sbin/in.fingerd in.fingerd
Also, thank for the comments on the security issues. I think that I will
keep it disable for that matter:
