Thanks to all who replied. So far I haven't gotten an answer that
applied but many people said they had seen the same thing and never
been able to find the cause.
Most people said to check /etc/logindevperm but this was set as it
should.
A few other people said they had seen this problem after installing the
HP jetadmin software.
One person saw the same issue after installing Micro$oft Front Page
extensions for apache (I didn't know they existed for apache so I
learned something there!).
Anyway, if I ever find out what happened I will let the group know.
