I finally got it working

It ended up being a number of little things in config files.
sysidcfg works better if not general for a number of clients, but 
rather, specific for the client being installed.  The -p option to 
add_install_client should not include the actual sysidcfg file but just 
the path to it.

Plus a lot of trouble shooting techniques that were extremely helpful 
were learned. Such as starting services in debug mode to see what is 
happening.
