SUMMARY: couldn't set locale correctly

that's seemed to sorted the problem on this particular machine but same
problem exists in others.

LANG=en_GB.ISO8859-1	<= in UK

and 

but removing all LC except LC_ALL=C on this host solved the problem.

LC_COLLATE=en_US.ISO8859-1
LC_CTYPE=en_US.ISO8859-1
LC_MESSAGES=C
LC_MONETARY=en_US.ISO8859-1
LC_NUMERIC=en_US.ISO8859-1
LC_TIME=en_US.ISO8859-1

problem was I copied /etc/default/init files was copied from other system.

[demime 0.99c.7 removed an attachment of type application/octet-stream which
had a name of Min Tint (E-mail) (E-mail).vcf]
