There's a jumper, J3001, that needs to be switched for the CPU speed.

However, when I switched it and installed the 400MHz, the OBP banner
reports 250MHz.

I wonder if this system is too old to make use of a 400?  Any additional
thoughts?

One response said that you need minimum:
CPU board 501-3132-13
POST > 3.3.8
OBP > 3.12 V10
