Which is because masquerading was disabled for root.

In sendmail.cf I found the macro...

C{E}root

...which is "names that should be exposed as from this host, even if we
masquerade".

Legato (running as root) was sending out emails as root care of the local
machine and they were being sent downstream to a mail server that hated it
(hence the masquerading).  As soon as I took that entry out, everything
worked fine.

Thanks to a co-worker to spotted that root couldn't send out any mail, and
Mark Carroll who figured it was a related DNS issue.
