The answer

It is no longer needed.  Sun has a tool for Solaris 10 that does a
similar job to the tool I developed.  It is /usr/sbin/ftpconfig, which
will create an anonymous ftp user and set up its environment.  It does not
include /usr/platform/`uname -i`/lib/libc_psr.so.1.
