A couple good answers to my problem came up.
The best answer I found was to modify the ~/.gnomerc which was not present
in the account to add the $LD_LIBRARY_PATH and $PATH to it. That should
convince Gnome to see what I want it to see.
The other good ideas were to use my $LDFLAGS variable to set the -L and -R
directorys for linking and runtime libraries, and then recompile the
software I want to add to the menu. Another was to copy or link the
.bash_profile I was using to ~/.bashrc to be sure that bash was correctly
reading my environment.
