Multiple login on Init 1

Hi all Gurus,

I have two server Ultra Sprac 10 with Solaris 2.6 and SUN Fire 280 with
Solaris 8, when I bring down the server to init 1 state, still the users can
are able to log on the server via telnet.

What is wrong pls help.
