Post-jumpstart locale installation (Solaris 10)

A user has come up with some pressing need to have a Japanese locale  
installed on a couple Solaris 10 boxes.

I know this is trivial to do DURING a jumpstart, but for machines in  
production that aren't practical to re-jumpstart, is there a SANE way  
of adding locales other than picking through a package list and  
hopefully getting all the right pieces manually added?
