There were three responses to my request: 
- first suggesting titan.rice.edu as a possible source which
unfortunately turned out not to be true.
- second asking where one can get callback.tar.Z
- and YES, third one frome Steve Beaty which eventually solved the
problem and since it can be of interest for others I will quote
here the most significant part of it:

This program has been installed on our Sun 3/80 with SunOS 4.1.1 and,
after some initial problems with modem configuration, is running great now.
